Dr. Chen is the lead faculty
member of the Public Policy and Administration
Program's eGovernment concentration. Dr. Chen's
research interests are (a) implementation
and management of eGovernment projects, (b)
management of IT outsourcing and partnerships,
(c) e-civic engagement, and (d) the role of
management networks in the production and
delivery of eGovernment services.
Dr. Chen offers eGovernment
courses such as eGovernment and Information
Policy and Managing IT in the Public Sector.
Dr. Chen is a faculty member in the Information
Assurance Program at the Iowa State University
and offers a course on Legal and Ethical Issues
in Information Assurance. He also teaches
Public Policy and Program Evaluation for the
Public Policy and Administration Program.
